The veterans to be interred are those for whom, after their death, no next-of-kin could be found. The WVDVA contacted morgues and mortuaries throughout the state in a search for unclaimed veterans to ensure that they received full military honors.

Any veteran is eligible to be buried in the Donel C. Kinnard Memorial State Veterans Cemetery free of cost who served on active duty for at least 24 months and who was discharged under conditions other than dishonorable.
